The challenge
A healthcare staffing company was pursuing public-sector work in a category where the requirements are specific and unforgiving. RN, LPN and CNA lines each carry their own credentialing, coverage and documentation expectations, and a solicitation states them across instructions, evaluation criteria and later amendments rather than in one place.
The risk in that situation is not weak writing. It is a response that misses a mandatory requirement, or that answers the version of the solicitation that existed before an amendment changed it.

- Solicitation review, reading the instructions and the evaluation criteria as separate things, because they ask for different work.
- Amendment and compliance review, tracking what each amendment changed and where the response had to change with it.
- Proposal development against the structure the solicitation set out.
- Recruitment and credentialing positioning for the RN, LPN and CNA requirements named in the solicitation.
Deliverables
- A compliance matrix mapping each requirement to its source reference, the response location, and an owner.
- A response structure following the solicitation's own order.
- Written positioning for recruitment and credentialing capability.

We delivered the response and the compliance work behind it.
